Minutes of the Willo-Esque Homeowners Association Board of Directors meeting held Thursday, March 13, 2003:  Mattie Sackreiter called the meeting to order at the Willo-Esque apartment complex meeting room at 7:01 p.m.  All board members and four area residents were present.

            MINUTES - The minutes of the November 26, 2002 meeting were reviewed and approved without opposition.

            OLD BUSINESS – Bettie Peters asked if some of the homeowners are not aware that there are covenants in this neighborhood.  Roger Sackreiter said that the people whose properties are covered by covenants, are told so when they purchase the property and the realtors even have the new owner sign a paper at closing stating that they know about the covenants.

            COMMON GROUND STATUS – Bettie Peters said the cottonwood tree in the center of the cul-de-sac at the south end of Summitlawn has few leaves on it and looks ugly.  Roger said that Jay Miller has looked at it but did not find anything wrong with it.           

FINANCIAL REPORT – Roger presented a proposed budget for 2003 and stated that the major improvements funded this year are:

1.      Replace the wood fence at the southeast corner of Willo-Esque with a concrete fence.

2.      Replace the wood fence inside the pool complex with a concrete fence.

3.      Remodel the bathrooms at the pool complex.  This would include having a concrete overlay poured over the floors and up the walls that is warranted for ten years.  It also includes installing new doors and porcelain fixtures.

4.      Plant 20-25 trees on common ground.

Both the budget and the financial report were approved without opposition.

COMMITTEE REPORTS:

ARCHITECTUAL COMMITTEE – Bob Lawrence reported the approval of a new glass sunroom to be added to the back of 264 S. Willo-Esque in First Addition.  Roger said he did not know of anything that had been submitted to the architectural committee in Second Addition.

SOCIAL COMMITTEE – Roger said that Willo-Esque now has its own website which can be found on the Internet at www.willo-esque.com.  There is information there such as pool rules, covenants, planned neighborhood social events, and links to other interesting websites.

ANNUAL ELECTION – Roger announced that he will seek re-election to another term the HOA board of directors at the election in May.  Anyone else who wants to run should contact a board member so that his or her name can also be placed on the ballot.

SPRINKLER SYSTEM – Roger reported that the sprinklers in First Addition came on spontaneously the day after the big snow storm.  He was able to shut the sprinklers off by throwing the electrical breaker.  He said he will not know what damage might have been done until the system is turned back on later this spring.

POOL COMPLEX STATUS – Mattie said that due to the large number of people moving into and out of the neighborhood, pool pins should be changed ever three years instead of every ten years as has been the practice in the past and she made a motion to purchase the new pool pins.  Roger seconded the motion and it passed without opposition.

            NEXT MEETING – The next meeting will be the annual election and will be held on Tuesday, May 13, 2003 at 7 p.m. in the Willo-Esque apartment complex meeting room.

ADJURMENT – The meeting adjourned at 8:17 p.m.
