            Minutes of the Willo-Esque Homeowners Association Board of Directors meeting held on Thursday, March 19, 2009 at the Maple Ridge apartment complex clubhouse.

            Roger Sackreiter called the meeting to order at 7:02 p.m.  Andrea Johanning was absent.

            MINUTES – The minutes of the May 13, 2008 meeting were reviewed.  Jerry Johanning moved to approve the minutes as written.  Roger seconded the motion and it passed without opposition.

FINANCIAL REPORT – Roger presented a list of homeowners whose dues for 2008 have not been paid.  He said the number of past due accounts is about normal for this time of year.

Roger pointed out higher than usual amount of funds being carried over from 2008 saying that planting trees in the common area had been budgeted for but did not happen.  Last year’s budget also called for card reader locks like the ones at the pool complex be installed on the tennis courts but no one could be located then to do the work.  The plan now is to have the trees planted and the card reader locks installed this year.

Roger moved to approve the financial report as printed.  Jerry seconded the motion and it passed without opposition.

            TENNIS COURT STATUS – Roger reported that a company from Newton has started preparing the gates at the tennis courts for the card reader locks and the locks are on order.  They will be self closing gates that will require the card to be swiped to both enter and exit the tennis courts.  That way, when damage does occur, the card reader can tell who was there at the time.  Cards will be provided to the Maple Ridge Apartment office for the single tennis court only for their residents while Willo-Esque residents with cards will be able to use any of the tennis courts.

            COMMON GROUNDS STATUS – Roger reported that a new heavy duty backboard has been installed at the basket ball court in Fourth Addition.

            SPRINKLER SYSTEM STATUS – Roger said that the common ground sprinklers will be turned on shortly.

            MOWING EQUIPMENT STATUS – Roger reported that the mowers were serviced over the winter and are ready for the new season.

            SIDEWALKS STATUS – Roger reported on three known buckles in area sidewalks that are to be repaired.

            PLAYGROUND STATUS – Roger said he has installed a new volleyball net on the volleyball court just north of the double tennis court.

            POOL COMPLEX STATUS – Roger reported that vandals damaged the solar units on top of the pool building last fall.  The damage has been repaired but it will not be known if it leaks until the water is turned on this spring.

NEIGHBORHOOD SECURITY – Roger reported that there have been a number of thefts of mail from Willo-Esque area mailboxes.  There are a number of locked cluster boxes in the area with out-going-mail slots in them where anyone can deposit mail to be picked up by the letter carrier.

Roger also said that spray-painted graffiti continues to be a problem in the area.

            NEW BUSINESS – Gerald Dunnegan reported that the long-standing drainage problem behind his home continues.  There was a lengthy discussing about how the problem might be rectified.  Roger said he would visit with one of the neighbors to see what solution can be worked out.

NEXT MEETING – The next meeting of the HOA board will coincide with the annual HOA election and will be held at the Maple Ridge apartment complex clubhouse at 7 p.m. on Tuesday, May 11, 2009.

            ADJOURNMENT – The meeting was adjured at 8:05 p.m.
