            Minutes of the Willo-Esque Homeowners Association Board of Directors meeting held on Tuesday, May 12, 2009 at the Maple Ridge apartment complex clubhouse.

              Roger Sackreiter called the meeting to order at 7:02 p.m. and declared that the poles were open for the annual board member election.  All board members were present.

MINUTES – The minutes of the March 19, 2009 meeting were reviewed.  The list of homeowners under the Financial Report heading was for from 2009 rather than 2008 as stated in the minutes.  Andrea Johanning moved to accept the minutes as corrected.  Roger seconded the motion and it passed without opposition.

OLD BUSINESS – Roger reported that the drainage problem reported by Gerald Dunnegan at the last meeting had been worked out between neighbors.  A hold was dug through a dirt ridge allowing the water to drain from Gerald’s yard and it appears to have solved the problem.

SOCIAL AND RECREATION COMMITTEE – Andrea reported that the Children’s Easter Egg Hunt was a success.

FINANCIAL REPORT – A list of approximately 35 area homeowners who are delinquent in their HOA dues for 2009 was reviewed.

Roger reported that the house at 6941 El Robelai Circle will be sold at a sheriff’s sale and that back dues on that property will be lost to bankruptcy.  He then moved to accept the financial report as presented.  Jerry Johanning seconded the motion and it passed without opposition.

ARCHITECTURAL CONTROL COMMITTEE – Bob Lawrence reported that a new roof had been approved and is currently being put on at 264 S. Willo-Esque.

              Roger reported there is a boat trailer sitting on the street on Tarabury Lane in violation of area covenants and that a letter is being prepared to send to the homeowner.

SPRINKLER SYSTEM STATUS – Roger reported that the sprinklers have not been turned on due to all the wet weather.

 SIDEWALK STATUS – Roger reported that the hose running across the sidewalk and the “Sidewalk Closed” signs near the east side of First Addition have been put there by an electrical contractor working on the underground electrical cable in the area.  He said the contractor has told him that all of the underground cable in the area will ground out sooner or later and the cable from WestStar’s green electrical box to the house is each homeowner’s responsibility so area homeowners can look forward to having some expensive work done on theirs in the future.

              Betty Kessler asked that residents be encouraged to blow off the grass off of the sidewalks around their home after mowing their yard.

COMMON GROUNDS STATUS – Roger reported that 12 pine trees have been purchased and will be planted on the common grounds as soon as there is dryer weather.  The trees range from 7 to 12 feet tall now and will grow to be 30 to 40 feet tall.  They will primarily be planted north of the double on Tarabury Lane north of the tennis courts; near the swimming pool, and in First Addition.

PLAYGROUND STATUS – Andrea reported that paint has been purchased to paint the playground equipment.  Anyone wishing to volunteer to help should call Andrea.

              Lois Winter reported that the large balance beam on the playground is in need of repair and that a baby swing that has been or order finally arrived and has been put up.

POOL COMPLEX – Roger reported the insurance company sent a letter to the board asking if we are incompliance with the new Virginia Graham Baker Pool and Spa Safety Act requiring one of a couple of types of pool drain cover that can detect an increase in vacuum pressure and will shut off automatically when it does so.  He said the pools will be in retrofitted and will be in compliance before the pool opens.                               NEW BUSINESS – Sharon George reported on a drainage problem a block east of Willo-Esque on O’Neil Street.

NEIGHBORHOOD SECURITY – Jerry requested that anyone knowing of illegal activity in the area contact the police directly.  Some residents have been calling HOA board members instead.  Since the board members do not have first hand accounts, they can not report the activity to the police.  The reports are only delayed if a board member is called instead of the police.

RECESS – Roger called a recess at 8:07 p.m. to await the closing of the poles.  The meeting reconvened at 8:30 p.m.

ELECTION – Roger announced that the poles were closed at 8:30 p.m.  Bob Orth reported that 32 votes had been cast and that Joan Flynn had received 30 of those votes while two votes were cast for others.  Roger then stated that he had enjoyed his time on the board and would continue to serve the board in all of the ways that he had been doing so.  He then asked Joan to take his seat with the other board members.

              Andrea announced that tradition would be followed and that Jerry would serve as President of the HOA board for the next year.  Andrea would serve as Vice-President and Joan would serve as Secretary.

              After some discussion about the amount of time that polls should be open during the annual election in the future, the board moved without opposition to have the polls open from 7 p.m. to 8 p.m. Beginning next year.

TENNIS COURTS – After some discussion by the new board, they unanimously decided to proceed with the installation of card locks on the Tennis court gates.

NEXT MEETING – The time and place of the next meeting will be announced.
